President elect Barack Obama recently announced that he would like Arizona
Governor Janet Napolitano to be the secretary of the Department of Homeland
Security. This exemplifies Obama's predilection to surround himself with
artifacts from the Clinton administration. Obama's choice of Emanuel Rahm
for Chief of Staff and Hillary Clinton for Secretary of State sent a clear
message that Obama intends to stack his cabinet with Washington insiders
who are proponents of open borders, amnesty, expansion of H-1B, and
unfettered free trade.

Mark my word folks, some day very soon we will be reminiscing about the
good ol' days when Michael Chertoff was stumbling and bumbling at the DHS!

The only thing positive about Napolitano taking this job is that Arizona
will get rid of her. Hopefully the new governor, republican Jan Brewer,
might be able to straighten out some of the huge mess Napolitano has made
of this state.

Note: in Arizona we call Napolitano J-no. 

For many of us in Arizona J-no seems like a weird choice for anything
dealing with national security, especially considering the large number of
people in her state who have been victims of illegal aliens. The illegals
thumb their nose at our border security and at our stupid government. Take
for instance the most recent victim of the invasion - a teenage girl who
was killed by an illegal alien who was driving while drunk.

The death of that teenage girl wasn't an isolated incidence of violent
crimes committed by illegal aliens in Arizona. Just this year alone we have
had serial rapes, murders, and many deadly traffic accidents. If that isn't
bad enough, Arizona has become known as the "kidnap capital" of America and
is #1 in identity fraud and car theft. Napolitano's response to the crime
and violence has been to cut off funding for Sheriff Joe Arpaio's
immigration enforcement efforts. J-no did everything she could to stop
propositions passed by majorities of the voters in Arizona who demand
action to stop the invasion.

Napolitano is a globalist who has no regard for the economic security or
safety of U.S. citizens. In 2007 she was one of 13 state governors that
signed a petition sponsored by CompeteAmerica to increase the number of
H-1B visas. This is very typical of J-no's attitude on H-1B:

Napolitano is a die-hard free trader and actively supports efforts to
globalize the U.S. She participates in many commissions with other nations
to promote global agendas. As an example, Napolitano was the chairwoman of
the taskforce to build the NAFTA super-highway in Arizona called "CANAMEX".
Recently she handed that job over to Kolbe; one of the three stooges from
Arizona (the other two are Flake and McCain).

outsourcing in Arizona. Today I posted it on Youtube so that more people
could watch it. The link on Computerworld is a far better quality video
than the one on Youtube, so you can decide which one to watch. Youtube is
definitely easier for most people to use but of lesser video quality.

Arizona Gov. Janet Napolitano has a strong record of support for the H-1B
program

Barack Obama's leading choice to be secretary of the Department of Homeland
Security, Arizona Gov. Janet Napolitano, has been a strong advocate of
increasing H-1B visas -- a stance that could turn out to be a lightning-rod
issue during her confirmation.

In testimony, speeches and a letter sent last fall to congressional
leaders, Napolitano, a two-term governor, has left a clear trail of support
for increasing the H-1B visa cap to address what she has argued is a
shortage of skilled workers.

Napolitano's consideration by Obama for the DHS post was widely reported
today, although it has not been confirmed publicly. The DHS oversees U.S.
Citizenship and Immigration Services (USCIS), which manages the visa
program.

Napolitano was one of 12 governors who sent a letter (download PDF) in
September 2007 to congressional leaders in both parties urging an increase
in the visa cap. "Until we are able to address this workforce shortage, we
must recognize that foreign talent has a role to play in our ability to
keep companies located in our state and country; and therefore, need to
ensure the increase availability of temporary H-1B visas and permanent
residency visas (green cards)," the governors wrote.

Those pushing the visa cap hike included California Gov. Arnold
Schwarzenegger and then-New York Gov. Eliot Spitzer.

Napolitano "is as rabid a supporter of H-1B as you are likely to find,"
said Rob Sanchez of Chandler, Ariz., a software engineer who publishes the
Job Destruction Newsletter, which is focused on technology-related labor
issues.

As head of the DHS, Napolitano could not unilaterally raise the cap, which
is now set at 85,000 -- a figure that includes 20,000 visas for
advanced-degree graduates. Congress sets the H-1B cap, but the head of the
DHS oversees how the program operates.

"Napolitano has publicly and repeatedly called for major H-1B expansion,"
said Ron Hira, an assistant professor of public policy at the Rochester
Institute of Technology and author of Outsourcing America, and "in that
respect she is no friend of American IT workers." Hira said that Napolitano
believes that employers should have easier access to H-1Bs, "meaning she
would try to streamline the application process even more."

In a speech at the National Press Club in February 2007 (download PDF),
Napolitano also indicated that she wants to make it easier for foreign
graduates of U.S. schools to get green cards, bypassing the need for H-1B
visa in those cases. Napolitano believes that after they pass a background
check, scientists and engineers "should have a green card stapled to their
diplomas."

If Obama pushes ahead with Napolitano's nomination and she is confirmed,
one thing she will have to deal with at USCIS are abuses in the H-1B
program. As many as one in five H-1B petitions had problems, including
fraud, according to a study recently released by the USCIS.

Arizona had been using offshore call centers to provides services to
welfare recipients, but Napolitano ended the practice in 2004. A TV news
report looked at the practice; an annotated copy of that report is archived
on the Job Destruction site (link to video).

For the most part, Obama is bringing in a team that has forcefully
advocated for increasing the use of foreign tech workers. The recession has
not blunted that advocacy. Google CEO Eric Schmidt, in a speech last week
in Washington, said the current policy of forcing foreign students unable
to get a visa to go back home is "bizarre -- it's disgusting."

Free trade camps watch as Obama considers Clinton appointees for cabinet
posts

Skeptics of U.S. free trade policies and their pro-trade rivals in the
business community are watching as president-elect Barack Obama makes his
picks for key cabinet and economic posts.

Both camps are gauging the impact of possible Obama cabinet picks from the
Clinton administration -- which backed the North American Free Trade
Agreement and other accords as well as China’s entry into international
trade organizations.

Trade is an important component of Arizona’s economy as a border state
with its proximity to plants in northern Mexico and the state’s
semiconductor industry, which has production links to Asia.

For Secretary of the Treasury, Obama is considering former Treasury bosses
Robert Rubin and Lawrence Summers, who served under Clinton, as well as
Timothy Geitner, president of the New York Federal Reserve Bank and former
deputy treasury secretary during the Clinton years. Clinton economic
adviser Laura Tyson also is in the mix.

The president-elect also has been talking to U.S. Sen. Hillary Clinton,
D-N.Y., for the secretary of state slot and picked former Clinton aide Rahm
Emanuel as chief of staff. Newsweek magazine reported that former Deputy
Attorney General Eric Holder will be Obama’s pick for U.S. Attorney
General. He held the No. 2 post at the U.S. Justice Department under
Clinton. Arizona Gov. Janet Napolitano was said to considered for that
post.

Obama has talked about scaling back free trade policies and reworking NAFTA
and other deals, which has raised concern among local and national business
interests that support free trade. On the other side, critics of free trade
and growing globalization hope Obama follows through and change U.S. trade
strategy.

Rob Sanchez, publisher of Job Destruction Newsletter in Arizona, said
Emanuel backed free trade as well as trade with China during his tenure
with Clinton administration and when he served as a congressman. Sen.
Clinton has fostered strong ties to Indian business people in the U.S. and
India, which might impact offshoring issues if she takes the Secretary of
State job, he said.

Sanchez also notes that Clinton and Emanuel are among those backing an
increase in the number of H-1B visas for skilled foreign workers. U.S.
businesses and technology companies, including Intel Corp., Google Inc. and
Microsoft Inc. have pushed to raise or lift H-1B caps.

U.S. Sen. John McCain, R-Ariz., many Republicans as well as the U.S.
Chamber of Commerce and other state and national business groups also back
free trade policies. Supporters say such accords help the U.S. access
foreign markets, put downward pressure on inflation via cheaper imports and
aid U.S. exports, which have been an economic positive.

Sally Baker, a Scottsdale business consultant who does some political work,
said she expects Obama to make some more centrist picks to follow up his
campaign rhetoric promising to move away from partisanship.

Theresa Ulmer, a business consultant and Arizona state representative, is
among those who like the idea of bringing Clinton administration leaders
into the Obama White House. She favors the trade ideas expressed by Obama
and supports some reworking of trade deals, but also stands by Clinton-era
economic policies.

"The economy flourished and inflation fell. The addition to past-Clinton
folks in the new Obama administration only makes sense," she said. "These
are people who helped create the longest economic expansion we have seen in
our life time. It is critical to the future of the United States that we
figure out how to create jobs and get the economy back on track. Hillary
was part of that and would be an incredible plus to the Obama
administration."

U.S. Sen. Jon Kyl, R-Ariz., a conservative, free trade advocate and No. 2
Republican in the U.S. Senate, also voiced support for Sen. Clinton’s
possible appointment.

"It seems to me she’s got the experience. She’s got the temperament for
it. I think she would be well received around the world. So my own initial
reaction is it would be a very good selection," said Kyl on "Fox News
Sunday" Nov. 16. Trade is one of the few issues where Kyl agrees with
Clinton administration policies.
